ELIGIBLE FINAL RECIPIENTS

The Sustainable Cities Fund provides financing to private and public legal entities that meet the eligibility criteria, as follows:

  • They have a legal status that allows them to receive financing and implement Eligible Activities using recycled resources;

  • They have an appropriate legal interest in the assets subject to the investment, such as ownership rights, leasehold rights, or other types of legal arrangements, including as required under the applicable State aid regime;

  • They implement the project proposed for financing in compliance with the territorial scope of the Urban Development Fund (UDF);

  • They meet the requirements  regarding creditworthiness and provision of collateral.

TERRITORIAL ELIGIBILITY

UDF SOFIA

Investments are eligible within the territory of Sofia Municipality, including the city of Sofia and all settlements within the municipality’s territorial scope.

Measures in sectors falling outside the scope of the Strategic Plan for the Development of Agriculture and Rural Areas 2023–2027 (SPDA 2023–2027) — such as healthcare infrastructure, energy efficiency of residential buildings, tourism, economic zones, and sustainable mobility — may also be financed in municipalities bordering Sofia Municipality, including:

  • Bozhurishte

  • Kostinbrod

  • Svoge

  • Elin Pelin

  • Ihtiman

UDF SOUTH

Investments are eligible within the territory of the following urban municipalities in Southern Bulgaria:

  • Burgas

  • Stara Zagora

  • Plovdiv

  • Blagoevgrad

  • Sliven

  • Yambol

  • Nova Zagora

  • Aytos

  • Karnobat

  • Kazanlak

  • Svilengrad

  • Harmanli

  • Dimitrovgrad

  • Kardzhali

  • Haskovo

  • Asenovgrad

  • Velingrad

  • Smolyan

  • Pazardzhik

  • Peshtera

  • Panagyurishte

  • Karlovo

  • Botevgrad

  • Gotse Delchev

  • Dupnitsa

  • Kyustendil

  • Pernik

  • Petrich

  • Samokov

  • Sandanski

Measures in sectors falling outside the scope of SPDA 2023–2027 — such as healthcare infrastructure, energy efficiency of residential buildings, tourism, economic zones, and sustainable mobility — may also be financed across all municipalities in Southern Bulgaria (including both neighbouring and non-neighbouring municipalities to an urban municipality), with the exception of Sofia Municipality.
